The manager console, split by the two unrelated jobs it mixes together: building a schedule ahead of time, and responding to a desk that is about to be empty.
Managers do two jobs that have nothing in common. One is planning: turning preferences into a staffed week, weeks before anyone works it. The other is responding: a desk is about to be empty in ninety minutes and somebody has to decide what happens. The console puts both in one place, so this section separates them and says which role does which.
